What each ingredient does

Milk
Forms the moist base that the crackers absorb and thicken into a binding mixture.
Butter
Adds richness and fat to the filling, and browns in the pan for the crisp coating.
Flour
Thickens the milk into a stiff mixture that holds the croquettes together.
Oyster crackers
Absorb liquid and add body, helping the filling set firm enough to shape.
Egg
Binds the breading so the rusk crumbs stick to the croquettes while frying.
Rusk crumbs
Form a dry, crisp outer crust that browns during frying.

The step that matters

Let the balls stand and chill before coating. The mixture must cool and firm up so the croquettes hold their shape; if it is still soft, the balls can break apart in the egg and crumbs or during frying.
