What each ingredient does

Arrowroot
Thickens the milk into a smooth, set custard as it cooks with the liquid.
New milk
Forms the body of the dessert and provides richness and creamy texture.
Sugar
Sweetens the dessert and balances the flavour.

The step that matters

Pouring the boiling milk over the arrowroot while stirring. Arrowroot thickens when heated in liquid, but if the milk is poured in without constant stirring, the starch can clump in lumps instead of dispersing evenly, leaving an uneven texture.
